If this does not fix the issue, you should be able to fix the issue by choosing "delete local content" for RimWorld from within the Steam library, shutting down the computer, starting it again, and then deleting the RimWorld folder from the SteamApps directory, if it is still there. Usually, fully shutting down your computer and then trying again will fix the issue, forcing Steam and other programs to stop reserving the files. I really love losing ten minutes while I start everything up again when this happens.)

(Note that streaming Steam games from one computer to another, or to a Steam Box, may also "reserve" files in this manner, even if the "reserved" program is not actively being used.)Īn OS will often throw an error relating to permissions since the system can't change a file index until the file is no longer being accessed by any other program. From the description, you gave, it sounds like Steam or another program might be reserving the files that Steam is trying to move or delete.
